The Awareness Raising Action on Living Wages is an action we will
be carrying out together, boosting the visibility of National
Networks current or future activities on the topic of decent/living
wages under a common branding.
Objectives of the Awareness Raising Action
The coordinated EAPN action on Living Wage would aim at:
- Strengthening the consensus and the knowledge of issues of low
pay and decent wages among EAPN members, and developing arguments
and a body of evidence on the topic, thus also establishing EAPN as
a credible interlocutor for quality employment issues.
- Raising the visibility of the importance of decent wages in all
Member States and beyond, using a common language, methodology, and
tools.
- Strengthening partnerships and alliances between EAPN members and
other significant actors in the field, such as trade unions,
academics, other NGOs etc.
- Effecting real change in both employer behaviour, as well as
national and local governments responsible for wage-setting
mechanisms, in favour of Living Wages for all workers.
Background
During the year 2014, EAPN appointed a Task Force on Decent Work,
with the mandate to look at the
Living
Wage Campaign, as developed in Scotland and other parts of the
UK, and make recommendations for the implementation of such a
campaign across EAPN networks. The Task Force produced a
Concept and Feasibility Note, as well as a
Campaign Guide, but concluded that a campaign would be too
complex and too resource-intensive for EAPN networks to implement in
an organized and coherent fashion in all 31 countries in membership
of EAPN.
New proposal threefold benefit
Consequently, the Task Force put forward a different proposal,
offering a threefold benefit:
focused on giving visibility to existing actions carried out by
National Networks or providing useful instruments if Networks do
want to try out a new action
demanding very little investment from the Networks
still delivering on the 2014 Work Programme agreed with the
European Commission
Living Wage concept
Simply put, statutory minimum wage rates (which, according to
Eurostat, exist in 22 out of 28 Member States) do not often come
with a guarantee of providing income adequacy for all workers. The
term living wage emerged from the recognition of the need to focus
on adequacy of income through paid work, which surpasses the rather
low limits often set for a minimum wage rate, in order to provide a
worker with an acceptable, standard of living, for paid work. This
is also key to ensure a positive hierarchy between adequate minimum
income and decent wages. In other languages, this concept will be
captured in different ways (e.g. decent wage or similar), so it is
important not to get discouraged by the new terminology. A full
two-pager explaining the concept will be made available for EAPN
members. This complements EAPNs support for statutory minimum wages
at an adequate level, and makes more explicit the commitment to
decent wages.

EMIN Latvijā
Laikā no 2013. gada 20. novembra līdz 2014. gada 31. decembrim
EAPN-Latvia realizēja Eiropas Pretnabadzības tīkla (EAPN)
līdzfinansēto projektu Eiropas Minimālo ienākumu tīkls - EMIN.
Projektā iesaistīti vairāk nekā 80 dalībnieki no 35 nevalstiskajām
organizācijām un 20 pašvaldībām. Pasākumu ietvaros š.g. oktobrī tika
sagatavots Nacionālais ziņojums, kas kopā ar citu 30 Eiropas valstu
organizāciju ziņojumiem iesniegts Eiropas Komisijai Briselē.

● 1. nacionālā vadības sanāksme
2014. gada 22. janvārī Rucavā sanāksmē piedalījās 15 speciālisti no
Labklājības ministrijas, Latvijas Universitātes un 11 nevalstiskajām
organizācijām.

2014. gada 17. decembrī Alojā sanāksmē piedalījās 16 speciālisti no
Latvijas Republikas Tiesībsarga un 14 nevalstiskajām organizācijām.

2014. gada 18. decembrī Rīgā ar EAPN-Latvia Nacionālo ziņojumu iepazinās
Labklājības ministrijas Sociālās iekļaušanas politikas koordinācijas
komiteja.

● Nacionālā konference
2014. gada 17. septembrī Rīgā, NVO namā notika starptautiskā
konference ar EAPN speciālistu no Lietuvas un Dānijas, Labklājības
ministra Ulda Auguļa, Eiropas Komisijas pārstāvniecības Latvijā,
Labklājības ministrijas, Nodarbinātības valsts aģentūras, Rīgas
domes Labklājības departamenta, Latvijas Pašvaldību savienības un
Latvijas Brīvo arodbiedrību savienības pārstāvju piedalīšanos.
Konferencē bija pārstāvētas 35 nevalstiskās organizācijas un 20
pašvaldības ar vairāk nekā 70 dalībniekiem. EAPN-Latvia sagatavotā
Nacionālā ziņojuma gala variants un konferencē izstrādāto
priekšlikumu kopsavilkums tika iesniegts EAPN Briselē 2014. gada 31.
oktobrī.
